[TCUG] Cutting detector loops

One of our contractors wants to cut detector loops into the basecourse
before final surfacing.  The depth of the cut would be adjusted accordingly
so the loops would end up at the usual depth from the surface.

Does anyone have any thoughts on why we shouldn't do this?
