The choke heater cover is held in place by the three screws and a ring 
clamp.There should be a reference mark on the choke heater cover and on the 
carb body.If you line up the marks the fast idle cam should cause the engine to 
idle faster and the fast idle adjustment screw should be on the part of the cam 
that would cause the throttle to be partly open.
  As the heater coil heats up the fast idle cam lever should start to unwind 
and the engine idle to slow down.If the choke heater is functional the heater 
cover should be hot after the engine has been ran for a few minutes or when the 
ignition is on.

  Jumped in the bus tonight to enjoy a nice ride. it started up but had a rough 
idle, had to keep the gas pedal down some to keep the idle. Drving out of the 
neighborhood it would die at the stop signs. Would not hold an idle at all. had 
to come back home and vent. It ran fine last week 

  Seems the fast idle isn't working. or engaging if that;s possible..

  1600 DP with new Pict 34.... 

  Any ideas? Could the choke be shot?
