Thanks Lawrence for this. I feel it is a challenging area to deal
with
mainly because most of the problems I have experienced especially on
the
counters are mainly because of the thinking and actions of specific
officers
and not necessarilybank rules. For instance, I am very well treated
in
the
Westlands branch of the standard bank where I frequent and where they
will
even persuade me to take loans when they realize that I do not have
one.
They know that my account is private and even if I go there with a
personal
assistant, she will be asked to stand aside when I discuss my need
with
them. Recently, I went to the branch of the same bank at the T-Mall
in
Nairobi West and wanted to transfer some funds from my current
account
to
the savings account of the same bank. I had already signed the cheque
before
presenting it to the counter. The girl at the counter looked at me
and
because I was with my daughter, she simply concluded that my
daughter
is
the signatory in my account because she saw the name of my wife who
is
a
mandate holder. She asked her to sign but my daughter told her she is
not
a
signatory. The girl asked where this other signatory was and
although
my
wife was around, I asked the girl why another signatory was needed.
She
insisted that another person should sign. I stuck to my gatts and
said
nobody else will sign. I told her to note that the account is mine
and
the
signatory she was asking for is only a mandate holder signatory which
I
could withdraw any time. Her boss heard us arguing and called her. I
do
not
know what he told her but she immediately processed the transfer
without
any further argument. This is a common problem as I will even go to
the
bank
with a personal assistant from my office and someone askes for her ID
and
signature saying that she needs to witness the transaction. I have
always
resisted this kind of treatment.
A problem I have had was that of getting my bank statement in
accessible
format but this is now being solved by the possibility of receiving
it
electronically. When I studied in England, I used to receive my bank
statement in Braille which was to me very impressive. I wonder
whether
this
would be a service that we could advocate to benefit those who would
like
an
alternative to electronic.
ON the ATM machine, I would like to hear more because I have not
personally
used them even where they are button let alone the touch ones.

Hello colleagues
I am writing to find out if there is need to engage around the
quality
of banking services offered to persons with visual impairments.
I see a number of relevant matters.
First, I believe some banks decline to issue ATM cards to their blind
clients. I recall that many years ago I had to threaten legal action
against my bank for it to issue me the card. I have heard of
instances
where clients to date do not have ATM cards because banks want to
'protect' their poor blind clients from thieving sighted folks.
Second, in recent times ATM machines have increasingly been
transformed to use touch screens. For example the machine in the
Standard Bank in Galeria is touch, while the machine downstairs has
buttons. I'm frightened that fairly soon all the machines will become
touch. What's our experience with this?
Third, for those of you who run current accounts yet cannot sign with
a pen, you may know that recent changes have made it more difficult
for banks to accept thumb-prints on cheques. Again, I had to kick a
fuss before the Kenya Bankers' Association made an exception for me.
Any experiences here?
Are there any further issues we should look at? For example, being
allowed use of credit cards and indeed how to use them safely? Or
have
you been deined a loan because you were blind?
