Dear Paul, I want to wish you well as you proceed with your function today. Indeed we will be eager to learn of the outcome, which we believe and expect to be a positive one. Indeed it is commendable and encouraging to see that now days persons with disability especially us the V.I. are taking real and tangible steps to ensure that we are represented and that we air our own views and aspirations, as opposed to others airing them for us. It is a confirmation that says"he who wears the shoe, knows where it pinches most" However not withstanding the aforementioned statement, I believe we should endavour in our daily lives to intergrate with the main stream society for better understanding and creation of partnerships that then can have a positive impact in society in general. Here at the judiciary, i have always endavoured to put the best image forward for persons with visual impairement and i have engaged the Chief Justice, who is the president of the judiciary and Supreme court, to consider how more persons with disability can be a meaningful part of the judiciary. Let us continue to work in this partnerships to create a more fulfilling and better tommorrow today. Regards, Stan On 2/4/14, Paul Mugambi <shamgpaul@xxxxxxxxx> wrote:

I feel it is a challenging area to deal with mainly because most of the problems I have experienced especially on the counters are mainly because of the thinking and actions of specific officers and not necessarilybank rules. For instance, I am very well treated in the Westlands branch of the standard bank where I frequent and where they will even persuade me to take loans when they realize that I do not have one. They know that my account is private and even if I go there with a personal assistant, she will be asked to stand aside when I discuss my need with them. Recently, I went to the branch of the same bank at the T-Mall in Nairobi West and wanted to transfer some funds from my current account to the savings account of the same bank. I had already signed the cheque before presenting it to the counter. The girl at the counter looked at me and because I was with my daughter, she simply concluded that my daughter is the signatory in my account because she saw the name of my wife who is a mandate holder. She asked her to sign but my daughter told her she is not a signatory. The girl asked where this other signatory was and although my wife was around, I asked the girl why another signatory was needed. She insisted that another person should sign. I stuck to my gatts and said nobody else will sign. I told her to note that the account is mine and the signatory she was asking for is only a mandate holder signatory which I could withdraw any time. Her boss heard us arguing and called her. I do not know what he told her but she immediately processed the transfer without any further argument. This is a common problem as I will even go to the bank with a personal assistant from my office and someone askes for her ID and signature saying that she needs to witness the transaction. I have always resisted this kind of treatment. A problem I have had was that of getting my bank statement in accessible format but this is now being solved by the possibility of receiving it electronically. When I studied in England, I used to receive my bank statement in Braille which was to me very impressive. I wonder whether this would be a service that we could advocate to benefit those who would like an alternative to electronic. ON the ATM machine, I would like to hear more because I have not personally used them even where they are button let alone the touch ones. I see a number of relevant matters. First, I believe some banks decline to issue ATM cards to their blind clients. I recall that many years ago I had to threaten legal action against my bank for it to issue me the card. I have heard of instances where clients to date do not have ATM cards because banks want to 'protect' their poor blind clients from thieving sighted folks. Second, in recent times ATM machines have increasingly been transformed to use touch screens. For example the machine in the Standard Bank in Galeria is touch, while the machine downstairs has buttons. I'm frightened that fairly soon all the machines will become touch. What's our experience with this? Third, for those of you who run current accounts yet cannot sign with a pen, you may know that recent changes have made it more difficult for banks to accept thumb-prints on cheques. Again, I had to kick a fuss before the Kenya Bankers' Association made an exception for me. Any experiences here? Are there any further issues we should look at? For example, being allowed use of credit cards and indeed how to use them safely? Or have you been deined a loan because you were blind? Looking forward to a good exchange. L. From our last meeting i was tasked to give information on activities that are happening in the process of devolution to county governments. So, something that we quickly need to look at is the procurement of goods and services by the county where 30% of this should be given to among others persons with disabilities. I should encourage us to set up companies geared towards providing these services in your particular counties when this tenders are advertised. Also keep yourself informed by visiting the county govt offices to know activities that might be of benefit to you not only as a person with disability but also as a citizen of that county.
