How do you obtain workable links, with appropriate organization, in the
actual Sibelius document?

Hi Dale
There's a PDF to CHM converter. I haven't tried it out yet, because I'm
confortable with the PDF file, even though I would prefer a CHM file.
Here
is a link with information about this converter. It is not freeware, but
maybe useful for you.

Let us know, if you try it out.
Regards
Claudio
