[SI-LIST] one questin about Vih,Vil,choose 0.5Vcc or 0.6Vcc or 2.0? little confused!

Anyone could give me a feedback?
I am very much appreciated with you email.
I check PCI spec(any version).
I found DC spec of PCI 3.3V signaling ,Vih is defined to be 0.5Vcc
and another table show 0.6Vcc(see table4-7,measure condition parameters)
after i check some PCI device's ibis model,it show Vih is 2.0V
i am confused now.which value shoud be taken into timing caluculation
correctly?
