What are the related issues with them from Signal Integrity point of view that we must take into consideration in the prelayout stage??? Er is also known as the relative dielectric constant of the material in question. In basic equations, the absolute value is already absorbed into a constant of the equation and one only needs to insert the relative permitivity value. For example, go to UMR's website (http://www.emclab.umr.edu/pcbtlc/index.html) and there you will see that you only need to insert the relative value and not the complete EoXEr value. The same goes for the relative permeability constant. I hope this answers your question.
