Er or Relative permitivity is a multiplier for the
absolute permitivity of 8.85 * 10-12 F / M. Er is also
known as the relative dielectric constant of the
material in question. In basic equations, the absolute
value is already absorbed into a constant of the
equation and one only needs to insert the relative
permitivity value. For example, go to UMR's website
(http://www.emclab.umr.edu/pcbtlc/index.html) and
there you will see that you only need to insert the
relative value and not the complete EoXEr value.

The same goes for the relative permeability constant.
