[SI-LIST] Scrambled clock

Could someone please explain that basic concepts involved in scrambled clocks?
In an EDN articles the author described this as follow:
"Scrambled clock is a digital signal with transitions at fixed integral points
in time but with random HIGH or LOW transitions at each point. Think of it as a
serial data-communications signal with pseudorandom data"
Could any one give a better expalantion? Does the clock remain periodic? if
not how are the lost edges recovered? perhaps a picture of the clock waveform
will help.
