Although we are university science payload electronics, and our electronics are not absolutely required to meet the same specs as the NASA stuff, we are strongly encouraged to meet certain specs that have been found to improve reliability. Using hermetically sealed tantalum electros vs any other electrolytic caps is one of the "suggestions". I find I am learning whole new ways of improving reliability, first by working with NASA and second having designs built (in part) by students. Designing something student-proof is a real hat trick that I am just beginning to get a handle on. (Not to run down the students, they are dedicated, interested and really do their best -- but they are still learning, so they expose any assumptions you have made about the knowledge of the assembly crew.)
