Hello Stephen - All the book that have been recommended are excellent and will certainly help you in your quest. In my opinion you will also need a good fields book (like Johnks ElectroMagnetic Fields and Waves) too (or an equivalent guru or simulation tool!) as ultimately SI is the study of EM fields in systems with non-ideal transmission lines, interconnects, and frequency dependent power distribution systems.
