Simplistic approach. You want to know how much jitter you get for x amount of supply noise rather than how much jitter are you getting from the supply noise you've got in normal operation? If so then put the same oscillator on a test board that doesn't have such a low PDN impedance. You could even design the PDN of the test board specifically to allow noise to be injected.
