Jongbae, Yes, it is possible to measure both Vcc and ground bounce in a package. Your IC supplier should know how to do it. If they don't, I'd worry about the stability of the products they design. They should be publishing the numbers as part of their data sheets. I know that very few of them do it, but they should.
