[SI-LIST] GND is perfect conductor?

There are people who are seriously modeling ground return
resistance/loss.
These people are dealing with SI effects on chips, rather than on
boards,
and so they usually publish in integrated-circuit journals.
Sorry I am not up to date with this enough to recommend where to start
reading, but I do remember seeing presentations on this about 3-4 years
ago.
