This is an interesting question. I think a "luggable" spectrum analyzer
(sometimes called portable) with antenna might be your best bet. You can
set this up for peak hold scans and rotate your antenna. I used to
prefer
the Tek 2712 for this kind of work -- it is discontinued by Tek but
readily
available for rental. For antennas call Antenna Research to get
something
compact. It might be active so be advised. You can enter antenna cal
data
into the analyzer. One issue is that the 2712 only goes to 1.8GHz. You
could
also look at the HP E4400B series for extended frequency ranges.

These kinds of measurements will not be repeatable! However it will give
you
some idea of field strength overall.
