Depending on the actual design of the chamber you should get better than
60dB of shielding. 60dB is a factor of 1000 : that is any ambients are 
reduced by 1000 times inside the room - that is pretty close to zero.
Typical double walled shield rooms are 100dB or better which translates
to 100000!!

My guess is that a cable is entering the room that need to be addressed.

        In that case what is the permissible level of noise in a fully 
anechoic chamber. I guess the noise cannot be at 'zero' level.

If your background is that high, you don't have a useful anechoic 
chamber.  You need to fix that.
