No. As far as I know, there is no relationship whatsoever between Q and frequency tolerance. There probably is some relationship, because different crystal "cuts" do exhibit both different temperature variation profiles, and different Q factors as well. However, I would not expect there to be any linear or predictable relationship between Q and frequency tolerance. Crystal frequency tolerance is a combination of a few factors, including the initial frequency error (due to cutting tolerances or whatever), temperature variations, aging, and shock. I would expect that the crystal's type of cut has a fairly strong effect on the temperature dependency, but probably not much effect on the others.
