you can put down cement patio blocks (or build a wood platform - I prefer
wood as it is warmer..)and shavings.. I have always used white shavings
(pine, spruce, elm etc - not cedar) and it is fine for puppies and big dogs
alike.. shaving on the ground will just end up a huge mess as they (the
dogs) manage to squish the moisture out of the ground when it is very wet
and it mixes with the shavings and you end up with mud anyway.the platform
(cement block or wood) is easily disinfected. You will most definitely want
to add a cover to protect from the rain as well.
