I believe BSL's will mostly hit the responsible breeders of any
breed. That will leave only the ones that are the real problem,
since they are already experienced at dodging the laws that
are already on the books.
I think the best answer is enforcing and increasing the
penalties on the laws that are already in place. Remove
dogs from any home involved in dog fighting or where
dogs are kept in conditions that create a threat (poor
breeding, lack of training, fight training, etc). Remove
the rights of THOSE people to own dogs.
If the existing laws are not being enforced, why would
adding more laws be an improvement? BSL's would just
allow AC to target the licensed, well behaved pet and
show populations - since they are the ones easy to
find - while the real problem dogs will remain. AC can
give the illusion of 'doing something', even though it
still isn't touching the source.

And your solution to the above is... what? Breed-specific legislation?
Outright banning? What if many of the "not-quite-mean-enough" dogs
sold as family pets happened to be half-German Shepherd and some
legislator got the bright idea that all GSDs should be banned? Did you
solve the problem then... or did you just put a Band-Aid on a gushing
wound?
It's the PEOPLE that are the problem here, people!!! :/
