They also need the community service time. To get that they need to help.
What I had in mind was directing the people to the observing site, light the
way, helping old ladies, helping old guys lift their scopes, helping the
young ladies set up their scopes, etc.

That did cross my mind. Maybe if we just had them engaged in activities
other than that. Traffic seems to take care of itself. I don't remember any
scout troops helping at this particular event in the past, just
participating in the observing part.
