This is not my area of expertise.  In short, the US Air Force guaranteed a
certain number of purchases from Boeing for the C-135 which enabled Boeing
to then proceed with construction with a guaranteed income.  This process
continues today and is a carry-over of the Interwar system which kept many
early airplane companies in business during the Depression.

"The Europeans give subsidies, the US orders aircraft".
