I took my Rolleiflex T out today in cold weather (well cold for here,
I'm guessing it was around 0C or just ever so slightly below).


The shutter was ever so badly behaved at low speeds, an exposure of a
quarter of a second took almost two seconds. Higher speeds seemed okay.


After warming the camera up and releasing the shutter a few times it
returned to normal.


Is this behavior expected or is it a hint that a CLA is due sometime soon?

The cold will increase the viscosity of the lubricants in the shutter. Even modern synthetics are vulnerable to this although less so than natural oils. Working the shutter probably stirred up the oil. If it gets sluggish at room temperature then it needs a CLA.
Traditionally shutters were prepared for very cold weather by cleaining out all the lubricants and running them dry. This prevents sluggishness or jamming in very cold weather but increases the wear on parts significantly.
