[roc-chat] Lucerne access concern

I just went out to check the condition of the lakebed for the SCRA section and TARC teams for a launch tomorrow (just to double-check), and had a bit of a shock. A film company was filming out there, and claimed that they had the right to use the entire lakebed area and the public was not allowed entry to any part of it. They will not be there tomorrow, but I've never heard of one group being able to prevent other groups from using the lakebed -- this may be a concern for future 'lone ranger' or TARC launches, IF it is legitimate (it might be that the security folks were just 'claiming' that they had the right, without any actual authority to do so).


Is the ROC board (or anyone else) aware of this every happening? Is it even legal? Is there the possibility of conflict with any of our launches? If it is legal, does anyone know how individuals may be able to find out before driving all the way out for a 'lone ranger' launch, or for TARC launches during the winter months?

I'd appreciate any feedback...
