I was experiencing this exact same difficulty with Outlook 2007, here is what
should fix it.
Go to Tools, Options, then locate the Mail Format Tab of the multi-page dialog.
Tab until you get to the Editor Options button, and press enter.
Uncheck the Show Mini Toolbar checkbox and also the Show Live Preview Checkbox
and OK your way out of all of the dialogs.

I have a settings problem with Outlook 2007, in that the JAWS pc cursor will
only read the first line of text in the message window.
The JAWS cursor will read it all...
I have maxed the program.
It could be a JAWS problem...
