That was my point of the temp being maintained for the duration.  Tray chems
cool quick so the heater better be a good un'. :)

For trays I don't think it would be that effective.  First at least half of the
chemistry is out of the water allowing it to cool.  When I processed years ago,
the developing tank was out of the water bath only long enough to add or remove
chemistry.  Even then part of the tank was still in the water.  A large enough
volume of water means the temp is more stable.  Fish tank heaters do have a
thermostat, but its not as accurate as what you would pay big money for.  Yet
if you give them time and have a large enough bath the temp is stable.  A quart
of water will lose heat far quicker than 10 gallons at the same temp. I did
plug them into a GFI outlet for safety.    Dropping a developing tank and
breaking the glass of a fish tank heater shorting it out would be no fun.

I have made tubes out of PVC pipe, but they have one disadvantage.  They tend
to float and can be a pain to get chemistry in and out.  Anytime you need to
change a bath its total darkness. Could the tray work?  Maybe but I would think
this is one time to maybe look at getting the tanks.  I will also be honest and
say I never tried floating trays.  IF you float them, they will be easy to turn
over or spill.  If you don't, the bottom won't get heat.  I have heard of
things like heating pads ect under trays but again be careful.

One thing that might work is to put a heater in each tray and adjust till it
gives you the temp you want.  Trouble is you will have to figure out a tray
that you can lay it down in and still keep the switches ect out of the
chemistry.  I have built many things that worked to a degree from darkroom
sinks to light systems.  This is one time I think I would invest in the
developing tank first and go from there.  One other thing, trust your photo
thermometer not any mark on a dial.  Think it through and you will figure
something out.
