This is an air pump to cool the head?

There is no such thing as a quiet vacuum pump...... and your description
does not indicate the air is used for the negative stage ( where a vacuum
would be needed)

But in both cases, you could run a pipe from the pump in the garage to your
darkroom, isolating the noise somewhat..

Use heating and cooling ( HVAC) wall tubing ... it is galvanized tin.....
cheap and will work.  But tape all your joints.

Is the air pump running right?  Is there a high pitched squeal or just the
sound of air movement?

If you decide to replace the pump, you need larger input and output "ports"
as most of the noise will be from these areas of a pump/compressor.  In
fact, one cheat is to remove and all ducting, safety (!!!) and other stuff
from the input and output areas, as this also will reduce the noise.....but
it will make access to the blades too easy for little fingers...... so use
this suggestion with knowledge that ou are making your pump less safe by a
big margin...

I have a Devere 108S (which I've talked about a lot on this list).  It 
is an old, huge, cranky machine, with a very noisy motor attached to it 
that pulls air through the head.
