I use Cygwin.
Cygwin is a Linux-like environment for Windows.
Install the Cygwin base system + OpenSSH and you've got a Linux command line
inside Windows with bash and the familiar ssh command + all standard
linux/unix commands as well.
You can also add more packages using the setup program.
I have only installed the Cygwin base system + OpenSSH, Nano and Vim.
+ a port of MinGW for the GNU Compiler Collection (GCC).

You can upload and download files to a linux box with ease using Cygwin.
You just use the scp command like you would do if you were using a linux
workstation.

so openssh is a separate command? I got the link to winscp from the openssh
page and apparently misunderstood the descriptions -- it looked as if winscp
was a windows-based implementation of openssh.  I will go back and download
openssh then. Heck, I'll get the source and compile it if I have to!

        I use both openssh (works great with JAWS) and WinSCP all of the
time.  WinSCP is more of an SCP / FTP client, and is really inconvenient for
