Well, first you install cygwin according to the setup program and be
sure to include the ssh packages after the install or during the
install by using the setup program's options.  Then from a cygwin
prompt just do ssh user@host or ssh -l user host and plus or minus
your firewall, it should work correctly.  This will be in a console
window, so be ware of certain anomalies with that.

Also, I have heard securecrt is supposed to give a good ssh client, so
this may help as well.
