I'll have to chime in here and agree that Toad is not very accessible at all.  
I tried going through the company as well, to no avail.

In the language of the frog it croaks big time.  Forget the accessibility angle 
when using JAWS.  Based on the experience I had with the company they aint too 
interested in making it thus.
