First of all, I had things all messed up in the first place. Here's what I 
did. I didn't have Apache 2.2. I had apache 2. Second, I had the wrong 
recommended version of PHP. They said that I should get the ones that were 
compiled with VC6. I ended up getting the zipped PHP instead of the msi 
package. I dumped every possible file into my PHP directory and edited the 
Apache configuration file according to the manual installer. PHP now works. 
Now I need to edit the php.ini file so that it   lets me use the extensions 
I want. After that, I'm going to see if I can make Apache see Perl. Oh what 
fun.
