Hmm, that's a possibility.  But I didn't notice if those that 
also had this exact problem were using Home or Pro.  But it 
could be a "bad batch" that happened with both versions due to 
possibly bad substrate.  (Another "but"), the customer HAS used 
the CD before to reformat.  So it did work at one point.  (And 
another "but") it could be that the hypothetical "batch" was 
defective as far as substrate longevity and may be ok for a 
period of time but then start to "delaminate" after a certain 
period of time.

Could M$ have had a run of bad CDs? That could also explain why 
each CD in
that run would be defective in the same spot. Perhaps the guys 
in QA were
sleeping on the job one day. Maybe nobody replaced the guys who 
left for
their Happy Hour.
