I did notice when I was going to upgrade this time that it HIGHLY
recommended a clean install.  I upgraded to 3.1.291 with no problems
(even though I'm using Win95) but it won't upgrade to 3.1.395.  I get
an error regarding a .dll that doesn't seem to be 'fixable' (I've tried
removing it and getting a new one).  So at this point, I'm as 'safe' as
I'm going to be on Win95.

I'd say you should follow their EXTENSIVE removal instructions and do
a clean install if your system is compatible with the upgrade.
