Larry, 

This could be a tricky thing to track down.  You're probably best off trying
to track down the problem for each one individually.  What are the brand and
model numbers of the ones giving you problems?  I'll see what I can find. 

I hate to say it, but you probably have a conflict with something and it
might take a lot of time to trace down since I know you push your system way
past the average computer user with both hardware and software.  For an
example, I used to have a similar problem with a Cruzer USB flash stick that
I couldn't get working with my last motherboard.  It worked on any other PC
I tried it on.  I even re-installed WinXP with no luck, although I updated
all drivers and Windows Updates and all security apps before trying it.
Since then (on my new motherboard) I found out that one program I have been
trying to get working for a long time now works when I tried re-installing
WinXP and installed this program before security apps and it turned out that
my Outpost Firewall was the conflict.  I'm curious if the Outpost Firewall
was the conflict with the Cruzer flash stick also, but I don't know for
sure.  You could have a conflict like that, or possibly with the driver for
one of the other external HD's, so you might need to re-install Windows and
hook up the problem drive first.  This might fix the problem if the problem
is because of the order the drivers are installed, but its possible that
doing so might make one of the other drives not work correctly. 

Hopefully we can find someone else that had the same problem and found a
solution so that you don't have to go through the whole process of
re-installing Windows (possibly multiple times).  Just to be clear, I would
search for solutions first before going through the trouble of re-installing
Windows.

I have (own) a lot of external hard drives (Western Digital, Seagate, etc.).
My desktop computer doesn't recognize some of them, but they are seen by
other computers.  I know that it has something to do with my device drivers
(probably), but I'm at a loss how to get them to work again (that is, to be
seen by my desktop computer).  I went to Device Manager and updated drivers,
but it tells me that I have the most-current device drivers.
