Robert,

Why not make a small tool for him.  Get a junction box and add a light
switch and outlet  Plug that into the UPS and put the switch at a level
where all he has to do is flip the switch in order to power it down.  It may
not be the perfect solution but it should work

I am not sure if you are asking me, or asking Chris. But if you are asking 
me, here it is.

He has a sat service instead of the dial up modem. He also has a network 
hub. The sat modem is plugged into the hub.

Occasionally, he is asked to unplug the power to the network and the sat 
modem. For us, that is simple. For him, it requires finding someone who has 
the time to come over to his house, and unplug those items for him. Then, 
while it is unplugged, the company does a series of "resets" (whatever 
those are!), and about two minutes later he is told plug everything back in 
within the next 30 seconds. At that speed, he just can't accomplish that.

So I was trying to help out. I thought if he could cut power to those items 
without bending over or getting under the desk, that would be the same as 
unplugging it and he would have to feel bad about calling several people 
until he finds someone who can come over at that time.
