Try booting into Safe Mode and see if it provides a picture there. If it does, you may need to go into the Display Property area (in XP, right click Desktop & select Properties) and change the selected monitor. I suspect Windows is trying to send a signal meant for a CRT to the new LCD, but that doesn't kick in until Windows boots up.
