Dave is most likely correct in his assessment.  Too many people just jump
right in and do things without really understanding everything about it.
That is why I advised about the disclaimer.  If you have read that
disclaimer and understand it then go ahead and use the software.

If you don't run it as an administrator there will be no file.  It doesn't
change CCleaner at all.  It allows more rules for other programs which
CCleaner allows.  There are a lot of "add-ons" in the forums that you can
add yourself,  CCEnhancer, just pools them all together and puts them in
that file for CCLeaner to use, if you so desire.
