If you don't run it as an administrator there will be no file. It doesn't change CCleaner at all. It allows more rules for other programs which CCleaner allows. There are a lot of "add-ons" in the forums that you can add yourself, CCEnhancer, just pools them all together and puts them in that file for CCLeaner to use, if you so desire. Nothing harmful.
