Jo Ann,

Have you check his Internet Security Settings in IE?
Also if he is running a firewall check those settings.
I think both should be at medium to start with. Until
you can connect.
Also make sure he is not using a proxy.
Should be under tools, options, connections, Lan
Settings.

What OS is he running?
How is he connecting to the Internet? Dialup,
Cable....or?
Any firewalls? Is he on a network, any hubs, routers
that type of thing?

Usually it is the Security settings.
