Yes, ML.  It can only mean that it is functional, and that is how  you 
want it. Inactivating it means that it is not taking any footprints of 
your system, and there will be nothing to restore from.  It does, from 
time to time, make these footprints, so that you always have somethimg 
fairly recent to replace any problem you have.  If you get a virus in 
your SysRestore files AVG won't kill it, it will keep on telling you 
that you have a virus, that is why sometimes you have to disable 
SysRest. After a virus scan you should always enable again.
