Have a couple of things to try.

For WinMe on down do this:
Go to your advance tab in your "internet properties" and check the box 
that says.
"Open in new window"

I found that XP do not have this option so I found a couple of others 
for xp:

Option 1

*New Window is blank & Script Errors*

When you click a hyperlink in a webpage or email link, nothing happens. 
Or, a blank browser Window opens.

*First, disable all  pop-up killers if you have installed any. If this 
does not help, see:*

*For Windows 2000/XP: Login as Administrator or an account with Admin 
Privileges*

1. Click [Start] [Run] type: (Press Enter after each command)
    Regsvr32 /i urlmon
    Regsvr32 /i shdocvw
    Regsvr32 /i mshtml
    Regsvr32 oleaut32
    Regsvr32 actxprxy

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]

If this does not solve the problem, run IEFix. To automate the process, 
I've written a tiny utility. "IE New Window Blank & Script Error Fix"

[IEFix automates the DLL registration, initiates SFC /Scannow [for 
Win2000/XP] and reinstalls Internet Explorer using the Inf method.]

Option 2:

 From http://www.fjsmjs.com/OE/nolinks.htm

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
