Bots are short for 'robots'. They can do anything they are programmed 
for. Some are useful, but there are many bad ones. The systems you refer 
to are most likely infected with bad ones. The owners for the most part 
are not aware, or they would try to do something about it, wouldn't 
they? Part of the activity of these things is to operate in secret, so 
the owners are usually innocent victims of this activity. In our case, 
we know the addresses of many of them, but need a way to make the owners 
aware without intruding on their systems improperly.
