Correct.  I had the app admin look at the config file and it was set to 
2500..........so it was on them......

It sounds like an application issue. From what I could find, "Error messages 
starting from -20000 until -20999 are user specified error messages", which 
would mean (at least to me), that a developer defined that error code and 
message in code (somewhere), and now the application is running into the 
exception that generates this error condition.
