The Time column from DBMS_WORKLOAD_REPOSITORY.AWR_SQL_REPORT_HTML and
dbms_xplan.display_cursor is an estimation on how long the statement
is believed to run based on the CBO costing model. I find it
frequently inaccurate so I would probably ignore it for now and try
and understand the plans a bit better.
