RE: alter system set user_dump_dest='/newdir' not working

Boy do I feel like a big dummy! :-)  
 
I remember thinking of that when I first encountered the problem, but I got 
side tracked and forgot to verify the permissions on the directory.  Just 
checked and sure enough that was the problem.  
 
Solution: sudo chown oracle:dba /newdir

Just thought it is a access privilege on directory at OS level. Have you 
checked if the user who owns the Oracle bins has privilege to write on the 
/newdir directory?
