Hi Freek,
i am sorry, as previously mentioned Oracle has not explicitly documented this 
in its license policy (like the PowerVM Live Partition Mobility
paragraph) yet. However this license change is also confirmed by Oracle 
representatives (as mentioned in the DOAG article) and Oracle partners.

The reason for this license change is based on the possibility (with VMware 
version >= 5.1) to move VMs between vClusters (but only within the
vCenter). The previous vCluster borders are opened and the next "license" 
border is the vCenter in case of version >= 5.1.
