PSUs and Extended Support Question

Let's say I'm on 10.2.0.3 and need a PSU but do not have an extended support
contract. Is there a guide that explains/details what patches I'm eligible to
download with sustaining support?
I know I saw something on this when extended support was being discussed and
there were blogs about it but now I can't seem to easily put my Google on it.
Anyone have links quickly available? (Don't want anyone to spend time on it
but if you have something readily available, I'd be appreciative as my manager
is asking for it)
