I've started using it with 11.1.

We have an enterprise license, so I'm not sure of the approximate
cost. I've written a few routines to write the spatial data out to a
KML file and to read it in from a KML file, so it's easier to use
interchangably with Google Earth, and there are several tools out
there that also allow ARC to read and write KML files as well, so this
approach makes it a lot easier for me to provide output that the ARC
users can use (shapefiles are a nightmare, like everything ARC and
ESRI does).

It took a bit of reading to learn how to get the various pieces I
needed to work correctly, but the OTN forums and the Pro Oracle
Spatial book were extremely helpful in getting me started in the right
direction. Ease of use is actaully pretty easy now that I've got
everything setup correctly and learned the 'spatial syntax'.
