Driven by business, meaning how much are they willing to pay -- if it's
important enough to them they'll pay for it...

That looks like a nice environment you live in.

Most of the times I see a lot of problems to get requirements specified
by the business, apart from the 99.999 availability at, let's say' 10%
extra cost......
