OT: win32 term services PITA - Event 1100 - initialization of notify failed

If you've grown tired of seeing messages in the system event log due
to client-side mapping of printers with the Oracle server's print
spooler service disabled, every time someone connects to the server
via terminal services client/remote desktop, here is the fix:

this pales in comparison to the archiver reporting twice per archived
redo log in the application event log, but its still less clutter.

btw - setting the parameter statistics_level=basic worked great on
getting rid of mmon .trc files in bdump. thanks, Niall.
