For HPUX- it is tusc For some hpux versions, you may need to download tusc and run it as user. But, 8 minutes is quite long time.. Is there any logon triggers?Can you collect statspack or AWR report for those 8 minutes? and post top 5 timed event here? It is a possibility that other database misconfiguration causing this issue too..
