For HPUX- it is tusc

For some hpux versions, you may need to download tusc and run it as user.

But, 8 minutes is quite long time.. Is there any logon triggers?

Can you collect statspack or AWR report for those 8 minutes? and post top 5 timed event here? It is a possibility that other database misconfiguration causing this issue too..

Is there an HPUX equivalent to strace(linux) or truss(solaris)?

That might be a good place to start.

You could also enable advanced SQL Net tracing to see if anything turns up there.

Successful interpretation of the resultant Net trace files may require an SR.
